Indian Railway has started a new Mobile/Phone Service on No:
139 for his/her Rail Customers under One Nation One Number
Scheme. Across the India, people from any village or town can call on
139 for Rail Passenger enquiries without STD facility.
They can access following services through 139:
- PNR Enquiry
- Current Train Running Position
- Accommodation Availability
- Fare Enquiry
All theses above services available in Hindi, English, Marathi,
Gujarati, Tamil, Telugu, Malayalam, kannada, Bangla, Oriya and Assamese
in respective regions. Railway customers can access these services on
MTNL, BSNL, Dolphin, Garuda, Cellone, Idea, Vodafone and Spice phones
(Services on other telecom service providers shall be made available
shortly). At present, these services are available only in Delhi &
Mumbai city.

Soon, Faizabad's citizens will receive e-Governance services on
their mobile phones. The Chief Development Officer (CDO) Gaurav Dayal
has launched an initiative, called 'Real e-Governance', in which
e-Governance services would be conducted through mobile phones.
Recently Dayal has started trials for a project called Anant Sampark
by Harnessing Wireless Access (ASHWA), with an aim to establish a
practicable e-Governance infrastructure, which will connect rural areas
with the district Headquarter. With ASHWA, villagers can access their
family register, different certificates including death, birth, income,
domicile and land records with the "dial" button of the cell phone. A
member who is associated with ASHWA is known as Ashwarohi.
A villager who needs a copy of land record of any government
certificate or assistance, he has to approach Ashwarohi, and pay him a
sum of INR 20. A master computer, monitored personally by the CDO will
be installed at Vikas Bhawan in the district headquarter. This main
server will receive the message. After identifying the Cell Phone, from
which the message has been sent, the computer will print the required
document. Each village will have one Ashwarohi, who will be trained to
use GPRS Cell Phone.

SMS service for immediate redressal of agri-related problems of the
farmers in the state, introduced by the Haryana Agriculture Department
in the early of year 2007 has been a success with the farmers asking a
wide range of questions from experts.
This free of cost service was launched on February 02, 2007 and the
farmers could send their SMS at Mobile
Number: 9915862026 for immediate
redressal of their queries. Financial Commissioner and Principal
Secretary, Agriculture, Mr S P Sharma told that the department had
received 800 SMS related to this service till date out of which 599 SMS
queries were concerned with agricultural problems, 192 were
horticulture related, 4 fisheries related, three animal husbandry
related and two were forestry related. The concerned specialists and
officials were answering questions sent to the department through this
service within 24 to 48 hours telephonically.

The Indian government, along with the mobile industry, seems to be
taking steps to ensure that mobile services are available in the
deepest parts of the Indian farming community. The government has begun
sending out SMS alerts to farming communities, informing them about
details involving the supply of food.
The government of the state of Chhattisgarh is going to provide 35
kilos of rice a month to each family, at the subsidized rate of Rs 3 a
kilo, under a food security scheme. What the government has decided to
do is send an SMS message that will inform these communities that food
is being distributed at designated centers. Families that wish to avail
of this service will have to register at the website of the food and civil supplies
department.
The food scheme starts on January 16, 2007 and will cover 3.4 million
families (or about 60 percent of the state¡¯s 20 million population).
The SMS facility will go live from January 26, 2007.

Soochna Se Samadhan (lifelines) is an initiative to use the power of
voice as the primary means of information dissemination. It facilitates
exchange of information among the marginalised communities such that it
helps in improving their quality of life. It aims to provide
connectivity, content and capability via a phone-based service.

| The farmer dials a designated number using a land line/mobile
telephone. The call first reaches the Interactive Voice Response (IVR)
System where the farmer registers the query with the help of the voice
menu. The query from the farmer is stored as a voice clip in the
database server. The Knowledge worker (KW) logs in to the application
through the web interface, and views all the calls that are waiting for
their attention. The KW searches the FAQ database for answer. If the
answer is in the database, a KW worker stores the answer for the query
in the IVR. |
If the answer is not in the FAQ database, sends it to subject matter
experts. When the answer is received from the expert, the application
alerts the Knowledge worker.
The Knowledge worker retrieves the text answer, and stores it in the
audio database. The answer in voice mode is played when the farmer
calls for answer to his query. The farmer can also retrieve the answer
in text format from the Information Centre near to his village. The
farmers can send pictures of crops or cattle for expert opinion.
Soochna Se Samadhan is a versatile, dynamic application that can be
customized and adopted for information sharing in other crucial sectors
of education, health, registration and employment. The programme was
implemented through a network of volunteers. These volunteers are the
point of contact for using the services. These volunteers are known as
Ek Duniya Fellows and facilitated the query generation using mobiles.

- Expert advice helps farmers to improve input efficiency by
encouraging integrated pest management (IPM) methods.
- Provides solutions to farmers within 24 hours.
- Provide solution to more than 50 different fields of Agriculture
and allied activities.
- Providing multiple services under one roof.

Production to Consumption related to:
- Input (seed, fertilizer and pesticide)
- Funding schemes
- Agri Government schemes on loans and subsidies
- Banking, Insurance
- Market prices
- Region specific market information
- Updated news on agriculture
- Organic farming
Pilot Project (Phase I)
In the 1st phase, this project has been implemented in the state of
Himachal Pradesh (Shimla & Solan), Madhya Pradesh and Uttar
Pradesh.

Reliance Communications has launched "Money Transfer" through mobile
phones across the country through it's tie- up with ICICI Bank. This
initiative offers Reliance Communications subscribers an alternative
means of account-to-account transfer generally associated with banks
and other agencies. Money Remittance market opportunity is estimated to
be in the range of $24Billion annually including global remittances to
India.
Through this arrangement, ICICI Bank's customers can transfer money to
others having an ICICI bank account anytime, anywhere in the country
using their Reliance mobile phones. This service is available on
Reliance Mobile World enabled phones including the recently launched
Reliance Classic range of phones starting from Rs. 777 (Black and
White) to Rs. 1234 (Colour Phones).
ICICI Bank's Reliance mobile customers can go to the 'Finance' section > R World> Mobile
Bank>M Banking>ICICI Bank>Saving Account to avail of this
offer. The customers would be charged a mobile transaction fee of Rs.10
and can transfer up to Rs. 5000 with multiple transactions in a
day.

Reliance Communications has partnered with HDFC Bank to launch a
virtual credit card on the mobile phones. The virtual credit card
'Reliance mPay¡¯ will be available to all Reliance Mobile users who own
an HDFC credit card.
The Reliance Mobile itself would become the credit card for the
customers who subscribe to its ¡®m pay service¡¯, and the mobile number
doubles itself to make the credit card number. Customers can use their
Reliance mPay credit card at all merchant establishments that accept
payment via Reliance mPay. Even if the customer loses the mobile phone,
there is no financial risk, as the use of mPay is PIN protected. Both
RCom and HDFC are keen to forge further tie-ups for virtual credit card
with other players.

mChek India Payment Systems has partnered with Airtel for its
patent-pending, on-demand mobile payments solution 'mChek/Payment'
across the country. The company is already providing this service in
Delhi and in the National Capital Region. mChek has tied up with Visa,
Airtel, ICICI Bank and State Bank of India to allow users to link an
existing phone and their existing Visa credit card issued by any Indian
bank to their mobile phone. Soon company will launch this service in
Gujarat and other states.
Airtel customers will be required to send check to
121, after which they would be asked to enter four
digits of their choice as mChek pin. Customers would then have to enter
the 16-digit credit card number
(Visa) along with the card expiry date and card verification value (CVV) number. The company has launched a
similar service in Sri Lanka in collaboration with Dialog
Telecom.
